For: Draw and reveal 1 stage I public objective from the deck and place it near the public objectives. Then, reveal the next public objective, if able. When a player scores a public objective, they gain 1 VP. Players cannot score a public objective with a control token on it. The proponent: Removes 1 control token from a public objective, the owner of that token loses 1 VP. Against: Players who voted "For" research 1 technology.
